The City's government operates within the
structure and powers of its Home Rule Charter, which was first adopted in
1921 and has since undergone several amendments. The 15-member Charter
Commission meets periodically to consider suggested amendments to the City
Charter and to determine whether current ward boundaries evenly distribute
registered voters.
