The City Council, compromised of the Mayor and five Council representatives, is the legislative body of the City government. These positions are responsible for formulation of City policy, enactment of legislation, adoption of the annual budget, control of revenues, appropriation of funds, levying taxes, and external auditing. The City Charter vests all legislative powers of the City to the City Council, which are elected by Wards. It is the duty of the Mayor to preside over the meetings of the Council, sign all contracts and other obligations of the City, and from time to time give the Council such information and recommend such ordinances, resolutions and measures as the public welfare may require. The Mayor is responsible for appointing members to advisory boards and commissions and other specific responsibilities assigned by the City Charter. City of White Bear Lake municipal elections are subject to the City Charter and applicable state laws. Council members are elected through ward-only elections, while the Mayor is elected at-large. Terms are staggered and are four years in length. The Council persons from Wards two and four are elected in the same year as the Mayor; Council persons from Wards one, three, and five are elected two years after the mayoral election.
