The City’s government operates within the structure and powers of its Home Rule Charter, which was first adopted in 1921 and has since undergone several amendments.  The 15-member Charter Commission meets periodically to consider suggested amendments to the City Charter and to determine whether current ward boundaries evenly distribute registered voters.  The Charter Commission can consist of up to 15 members appointed by the Chief Judge of the Ramsey County District Court.
