Planning & Zoning

The Planning Department is responsible for administering the Zoning, Subdivision, and Sign Codes. Planners evaluate and administer applications for conditional use permits, variances, and other land use items and review zoning and building permits. The Planning and Zoning Commission is appointed by the City Council to make recommendations on zoning matters.

Please contact the planning department at 651-429-8561 if you are considering purchasing a property to determine what is permitted. 

Variance Application

Land use approvals include variances from the zoning code, conditional use permits, and subdivisions. If you are considering applying for land use approval, call the Planning Department at 651-429-8534 to set up a time to meet with the planner.

The White Bear Lake Arts, Culture & Education (ACE) Area Study explored potential improvements, as well as development and redevelopment opportunities to support the growth and integration of arts, culture, and education within the existing residential neighborhood north of Downtown White Bear Lake.

The Planning Commission is an advisory body to the Council and makes recommendations to the Council in areas including, but not limited to, adoption of and amendments to the City’s Comprehensive Plan, amendments to the Zoning Code, issuance of conditional use permits, and consideration of variance requests and proposed subdivisions.
