The City of White Bear Lake is continuing to improve the condition of the City's infrastructure through implementation of a Street Reconstruction Program.  The Street Reconstruction Program emphasizes rebuilding existing roads that are at the end of their useful life, expensive to maintain and are not providing good service. 

During the 2024 construction season, the City of White Bear Lake will mill and overlay streets as well as total pavement replacement.  The mill and overlay process consists of milling (grinding) the upper layer (wearing course) of bituminous from the street, replacing select damaged sections of curb and placing a new wearing course layer of bituminous pavement.  The total pavement replacement process consists of removing all of the bituminous from the street, regrading existing gravel, replacing select damaged sections of curb and placing a new non-wearing course layer and a wearing course layer of bituminous pavement.

Below is the list of streets slated to be rehabilitated during the summer of 2024, under City Project No. 24-01.

The Engineering Department sends e-mail updates to residents in the construction project periodically.  Please be aware that any construction schedules provided by the Engineering Department are best guess estimates made from the information we receive from the Contractor.  There are many variables involved as well, such as weather conditions, construction crew and equipment availability, accessibility of materials, etc.

Public Informational Meeting

The informational meeting on Wednesday, November 8th at 6:30 p.m. in the Council Chambers at City Hall will provide you with information on the proposed improvements, how they may impact your property and how street reconstruction projects are funded and financed in the City.  We would like to receive comments regarding the project from residents and will provide further information on street reconstruction.

Residential Sanitary Sewer Wye Replacement Program

Prior to each year's Pavement Rehabilitation Project, the City performs a television inspection of all of the existing City sanitary sewer mains on that year's project.  The City not only televises the City's sanitary sewer mains but also rotates the view of the camera to document each sanitary connection condition. Problems tend to occur at the point of connection where the individual service meets the main.  This connection is commonly referred to as a "wye."  Recognizing the concern of the presence of tree roots in private sanitary services, the City developed a program to assist property owners with replacement of their sanitary sewer wye connections in conjunction with the pavement rehabilitation program.  In order to determine if problems exist beyond this connection point, you may wish to have your entire sanitary sewer service televised.  

If your property is within the Pavement Rehabilitation Project area and the sanitary sewer wye has blockage, you can have your sanitary sewer service connection and a portion of your sanitary sewer service replaced.  The City Council has adopted a policy to assist property owners with replacement of failing sanitary sewer service connections and up to 10 feet of service pipe.

Feasibility Report

The feasibility report was approved by the Mayor and City Council at their February 13, 2024 meeting.  A public hearing for the project will be set for March 12, 2024.

Public Hearing

At the City Council's meeting on March 12th, after a brief presentation by the Engineering Department and discussion of the project by City Council members, the public hearing will be opened for comments from property owners.  During this portion of the meeting, the City Council would like to receive comments from property owners regarding the proposed improvement projects.

Driveway Replacement Program

White Bear Lake residents who live on streets scheduled for rehabilitation may take advantage of a unique opportunity to reconstruct their driveways during the pavement rehabilitation process.  If you are a property owner on the 2024 Pavement Rehabilitation Project and are interested in the possibility of replacing your existing residential driveway, the Engineering Department will assist you by providing a cost proposal based upon unit prices included in the street project contract.  The Engineering Department will also supervise the construction of your new driveway.
