Liquor Licenses

The City of White Bear Lake regulates both off-sale and on-sale liquor licenses to businesses within its jurisdiction under Article X of the Municipal Code. Liquor licenses are valid for the business cycle beginning April 1 and ending on March 31, and are prorated monthly for partial year liquor license applicants. Once an application has been made, the White Bear Lake Police Department conducts a background investigation on all persons who have a 15% or more financial interest in the business. The report is reviewed by the City Council for consideration and license determination.

The applications listed below are the most common liquor licenses initiated at the city level, then submitted (following City Council approval) to the state's Alcohol and Gambling Enforcement Division for processing. More licenses are available on their website, linked below. Please allow at least 45 days from the start of your application to be processed at the city- and state-level.

  2. Visit the Minnesota Alcohol and Gambling Enforcement Division website to access and complete the forms applicable to your liquor licensing needs, including but not limited to the following:
    • On-Sale Liquor, Sunday and 3.2 Application
    • On-Sale Wine Application
    • Off-Sale Liquor License Application
    • Retailers Buyers Card Application (required with on- and off-sale licenses)
    • Optional 2 AM Liquor License Application
    • Temporary Liquor License Application for Non-Profits
