Special Event Application

Complete this application for any event involving the use of a public facility or park/open space that is being used beyond its intended purpose, or impacts a neighborhood, business or the community as a whole.

Some examples include block parties, tournaments, races, noise events, parades, or events that impact parking, traffic or require City services.

Night to Unite Events: If you have a neighborhood block party on Night to Unite in August, please refer to the Police Department's Night to Unite web form starting July 1 to submit your request for visits by the Police and Fire Departments.

Alcohol Service
Community-wide events that are open to the public may seek City Council approval to serve alcohol in restricted and controlled areas only. Alcohol is prohibited for private events in parks and open spaces within the City of White Bear Lake.

Liquor liability insurance is required for all approved alcohol service naming the “City of White Bear Lake, 4701 Highway 61, White Bear Lake, MN 55110, its officials, agents, employees and volunteers as additional insured.”  Remarks on the insurance certificate should specify the event, dates and location of coverage.

Submit completed application with license fee in cash, or check payable to "City of White Bear Lake".  Please allow 30 days for processing.

 

Erecting tents or other structures? *

REQUIRED: In accordance with Minnesota State Building Code and State Fire Code, a permit and inspection is required to erect or operate a tent or membrane structures having an area in excess of 400 square feet. In addition to this form, you must fill out a Building Permit Application located on the City's webpage Temporary Tents.

Requests for attendance by City Officials. *
Request one or more members of staff or an elected official to attend your event. Efforts will be made to coordinate visitation to the extent possible.

If your event requires a police officer for security of traffic control, please make these arrangements directly with the Police Department by calling:  651-429-8550. Charges apply.

If your event requires Fire Fighters and/or EMS on standby, please make these arrangement directly with the Fire Department by calling:  651-429-8568. Charges apply.

Physical activity or liability challenging events require the following insurance covering the date and location of the event:

Comprehensive General Liability in the minimum amount of $1,500,000 per occurrence, naming the "City of White Bear Lake, 4701 Highway 61, White Bear Lake, MN  55110, its officials, agents, employees and volunteers as additional insured."
