The City's government operates within the structure and powers of its Home Rule Charter, which was first adopted in 1921 and has since undergone several amendments.  The 15-member Charter Commission meets periodically to consider suggested amendments to the City Charter and to determine whether current ward boundaries evenly distribute registered voters.

The Charter Commission can consist of up to 15 members appointed by the Chief Judge of Ramsey County District Court. Refer to Chapter 410.05 of MN Statutes for additional details.

Meetings:  The Charter Commission conducts regular meetings at City Hall at 7:00 p.m. on the second Wednesday in September of each year, or as needed.
