Whether your business is already located in the City of White Bear Lake or is hoping to expand to White Bear Lake, our economic development staff is ready to assist you in helping make White Bear Lake a good home for your businesses.
We value our diverse business community and are committed to helping your business succeed in White Bear Lake. To strengthen our partnership with local businesses, we would like to meet with you personally to discuss what the City of White Bear Lake can do to help your business grow. We want to hear your questions, concerns and suggestions, and share information on available resources.
The City of White Bear Lake issues various types of business licenses and related permits. Commonly requested business license applications are provided here for your convenience. For a full list of business licenses that are regulated by the City, refer to the Municipal Code. Most licenses are valid through the City's business cycle which begins on April 1 and ends on March 31.

In 2014, the City of White Bear Lake engaged McComb Group, Ltd. to conduct market analysis of White Bear Lake's downtown retail area. This report was prepared with the understanding that the results would be used to determine demand for retail, food service and service uses in downtown White Bear Lake.
Businesses located in White Bear Lake have access to our Revolving Loan and Grant Program (RLGP) for improvements to their property. The RLGP is aimed at improving the utility and appearance of Downtown or County Road E businesses while encouraging the leveraging of private investment which would otherwise not occur.
Other programs through Center for Energy and Environment (CEE), Ramsey County, and Central MN Development Corporation (CMDC) provide opportunities for starting, growing or expanding your businesses.
