Rental Property

The City of White Bear Lake regulates rental property to ensure minimum standards provide for public health, safety and welfare within its jurisdiction under Chapter 502 of the City's Municipal Code

Standards apply to all buildings which are rented in whole or part as a dwelling for persons other than the property owner's family. The code does not apply to Minnesota Department of Health licensed rest homes, convalescent care facilities, and nursing homes, nor to hotels and motels. Utility bills for rental property in White Bear Lake stay in the property owner's name rather than in the tenant's name. The city will not do a final meter reading when a tenant moves out of a rental property.  Final meter readings are only done when a property is sold to a new owner. It is the sole responsibility of a rental property owner to collect any unpaid utility bills for the property.

Rental Rehabilitation Deferred Loan Program

Administered by Minnesota Housing, the Rental Rehabilitation Deferred Loan Program assists owners of smaller rental properties located outside of the seven county metropolitan area, to finance moderate rehabilitation of structurally sound rental units.
