Housing Programs

The City of White Bear Lake has teamed up with Ramsey County, Center for Energy and Environment (CEE), and Minnesota Housing to promote several loans available to homebuyers for down payment and closing cost assistance, as well as homeowners for general repairs, energy improvements, and necessary fixes. Most loans have qualifications, such as income level, that designate who can receive the loans.  Click the links below for information about specific programs.

Minnesota Housing Homeownership Programs

First time homebuyers may qualify for home buying assistance through the Minnesota Housing Start Up loan program.  In addition to  affordable, fixed interest rate mortgages first time homebuyers may also be eligible for down payment and closing cost loans, including a deferred payment loan.

Home Improvement Resources
Fix Up Program

Minnesota Housing's Fix Up Program provides affordable, fixed interest loans.  Lower interest rates are available for energy conservation and accessibility improvements. For home improvements that address emergencies or accessibility, the Emergency and Accessibility Loan Program is also available.

Rental Property Owners
Rental Rehabilitation Deferred Loan Program

Administered by Minnesota Housing, the Rental Rehabilitation Deferred Loan Program assists owners of smaller rental properties located outside of the seven county metropolitan area, to finance moderate rehabilitation of structurally sound rental units.
